Fremont residents have until Sept. 2 to weigh in on Comprehensive Plan

The Seattle City Council is preparing final votes on the city’s Comprehensive Plan, and Fremont residents have a chance to influence how Upper Fremont develops over the next two decades.

District 6 Councilmember Dan Strauss is seeking neighborhood feedback on proposed amendments to the plan, which serves as Seattle’s 20-year growth roadmap. For Fremont, the only applicable change involves Upper Fremont’s neighborhood center boundaries.

Strauss has developed three options for Upper Fremont alongside the Office of Planning and Community Development’s original proposal. The alternatives came after what he described as “intensive engagement with community members.”

Residents can review all four options and share their preferences through an online survey. The deadline is Sept. 2, giving Strauss’s office time to incorporate feedback before submitting final amendments for a Council vote.

“The Comprehensive Plan is the city’s 20-year roadmap for how our city grows and updating it is one of the most important ways we can ensure we build more housing,” Strauss wrote in a newsletter to constituents.

The council will determine neighborhood center boundaries this fall. Zoning regulations and building heights within those boundaries will be addressed in Phase II during the first quarter of 2026.

A public hearing on the Comprehensive Plan amendments is scheduled for Sept. 12 at 9:30 a.m. Residents can participate in person or virtually. For more information go to https://www.seattle.gov/council/topics/2025-comprehensive-plan.
